Hart, 29, has been the spent the season on loan with Serie A club Torino after falling behind Claudio Bravo and Wilfredo Caballero in the Etihad goalkeeping stakes.
Even though Hart made two mistakes in a 2-2 draw with Inter Milan at the weekend, his England prospects have not been dented by playing abroad.
And ex-Arsenal No 1 Seaman is confident Hart will prove his world-class capabilities.
Seaman said: “It’s a shame he is not playing at City, especially when you see what Joe is capable of.
“It doesn’t look cool to me. I know Joe is a good goalkeeper.

“You look at the guys who have replaced him and they are nowhere near as good.
“You have to ask Pep why. That is his decision. It shocked me and I am sure it shocked a lot of Man City fans.
“But I am glad Joe is playing at a high quality in Italy so that when he comes back with England, he still performs like the way we know he can.
